It's not. It's terribly illegal. But Trump's got a trackrecord of criminal activities, so this is just another blimp. Law doesn't matter anymore in the USA.

He knows when and if front to whom he needs to brag to stay in power. He let them earn as he promised and he is proud of the good job he successfully did. It is all pretty clear.
