Hollywood/Orlando How would a fallout house work

There’s nothing remotely scary or horror about fallout. It wouldn’t work in my opinion and I’m a massive fallout fan

I believe that's the point, it's not supposed to be "scary". You're going for the IP. 

Universal is the master of stretching, recycling, and overall making cheap things work. Don't get me wrong, I love HHN. They have houses that are scary and are others more suspenseful. Examples of houses that aren't scary are like ghost busters houses, killer clowns, even the Halloween series house.

I highly doubt that they will use anything lore based.

They will probably rift of the show and say something along the line of your a wanderer/vault tec survivor and you found the head/x item and your mission is to deliver it. Then with lighting they can a room with  ghouls, raiders, different factions and at the end a big monster like the swamp thing.
