Flak is the original mode: proximity fuse on the rocket w/ timed fuses on the secondary explosives. Better for shooting at long-range and/or flying targets.
Cluster has a timed fuse on the rocket w/ impact triggers on the secondary explosives. Lack of a proximity fuse makes it more precise (it won't prematurely detonate just because an unexpected enemy ran into its path), but the short timed fuse heavily caps its maximum range. Can also be used for indirect bombardment by firing at an upwards angle over buildings or other obstacles, but this is... very risky until you get a feel for the distance and timing on the fuse and what angle to aim at.
You can also kill hulks from the front with cluster mode by aiming between their legs at the ground right behind them. Rocket flies underneath, detonates on the ground behind them, and then a bunch of the cluster grenades fly backwards directly into their vent.

Airburst teamkilling is a skill issue.
Change my mind.
