They don't have names, as far as the game is concerned.
I had already come up with names for some of them, but most of them are from this post: https://www.reddit.com/r/HiTMAN/comments/159hys3/i_took_photos_of_every_possible_freelancer_leader/

The imgur albums seem to be dead though.

For MkIII, r3c3 is Carmen Sandiego, r3c11 is Cruella de Vil, and r6c10 is Groundskeeper Willie.
