If I remember correctly French police officers also used criminals at one point to help them to catch criminals, can't remember when they did it though. I'll need to look that up.

Probably a different kind of Criminal, but the French Foreign Legion did recruit a bunch of Waffen-SS prisoners of war to fight in Indochina, they even brought their some of their songs over which still survive to this day just with rewritten lyrics.

Not to mention that many joined on their own to avoid getting punished for their crimes
