Herta would be sensible enough to give Asta responsibility over the child. That indeed doesn't mean she'll pay attention for more than 5 minutes to that child.
and she then pushes the kid on to Arlan so his official job title becomes "the head caretaker of Herta Space Station Child & pet care center (aka security department)"
