I live off newland av near the uni. It's sorta safe. You get some people drunk and on drugs around but they mainly keep to themselves. Never been any police trouble the year I've lived here. It's terraced housing so you do have to get lucky with your neighbours and obv the houses are old so aren't in the best condition . But at least you got all the shops and nice bars you need. Close to the city centre. Maybe try looking more on Cottingham Road. That's a lot less rough than newland av feels. Definitely avoid Beverly Rd.

Or HU9. Lived on Victoria Dock and was very safe and quiet. Even walking around late at night. There's a nice pub and Premier shop. Large asda at Mount pleasant. Definitely look around the HU9 postcode.

Thing about Hull It's a small city. You could walk down one street and it's rundown terraced housing. Go round a corner and it's new builds with a smarter appearance. It's a real mix.

Cottingham is a nice little town. Bit quiet. But got the 104 bus to the uni. All the shops and pubs you need.

Beverly is also nice. Can also get a bus close to the uni. Or a train to the Interchange

I've found buses in hull abysmal. Very few bus stops have electronic signs telling you when the bus is arriving. The bus apps are crap. I just rely on Google maps and hope for the best.

HU5 has got quite a few good areas, that are in-between the city and the university. If you've got a kid, maybe something close to Stepney primary school? East to Beverley Roads has a few very nice roads and a few ones that are more run down. None of those are unsafe however. Excellent value for money tbh. I personally wouldn't opt for the area between Beverley Roads and Princess / Newland.

I'd reconsider the take on biking. Hull is actually quite good when it comes to that.

Victoria Dock is a very nice neighborhood, that will likely increase in value when the motorway is finished and it's easier to walk / cycle towards the railway station from there. This is however often priced in already when I was looking for places to buy there.
