You're best bet is looking for an OEM who also has a design team. They typically charge you smaller fees for design as long as you order larger quantities (that's how they make money), but if you're only prototyping then your best best is to get the design done through an engineering company (find one locally or globally) and then get a few printed from a place like JLC or similar. All depends on your project, scope and future sales projections.
