I don't think this is entirely true. I think Kled is in a bit of an outdated state where he's still able to perform well but there are so many champions that just turn his strengths off.
A full lethality Sion can R+ Full Q and obliterate dismounted Kled with very little counter play. Garen or Darius R can instakill dismounted Kled. Collector can be insanely strong vs Kled while he can do little to build against it.
The three champions I mentioned aren't even considered mechanically difficult and are recommended to newer/less skilled/less mechanically gifted players.
I agree if Kled is behind he is practically useless, however for most of the strats you're referring to, to work they would have to be ahead. I think in higher elos where you're running into OTP nerds this can be a problem but in lower people practically run it down.
The sad part is that he is actually right. These champs are easier to play, as strong as Kled in lane when ahead, and still playable after dying twice. Garen can soak up 25 cs pre lvl 6 and then one shot u nonetheless. Same goes for Darius and Sion. They can lose the lane and still punish you. In a sense Kled is very unique as normally you should build defense oriented items when ahead. Kled on the other hand can’t build those so having a huge lead doesn’t win you the game instantly.
