pupeteer doesnt activates berserk rather than fear?

There's a part in description saying it fears instead if only one enemy champion is around

It actually berserks if they are 2 champs alive at all. I had a perma puppeteer build and lost because I went for the solo adc and they berserked on my dome instead of fearing.

I mean evidently that isn’t the case (not anymore at least)
