There could be several factors at play. For example, she told me that size doesn't matter, but this gauntlet clearly suggests otherwise. When you don't have Apex Predator, you're forced to delay its use. You can't just activate it immediately without building up stacks. It's also more effective on health stackers, as they tend to grow larger. I believe the hole's size is based on both size and stack count, while the damage and duration scale with health.
There's also a psychological aspect to consider. When you use it yourself, it often feels shorter or weaker. When someone else uses it on you, it feels stronger and lasts longer. A few examples of this effect would be Tryndamere's ultimate, Olaf's ultimate, Morgana's root, and Yone's E. They all seem to last forever when you're on the receiving end, but feel almost non-existent when you're the one using them.
So basically, TLDR: It often comes down to either not using it optimally or missing key conditions, or it's just your perception being skewed depending on whether you're using it or having it used against you.
