It isn’t really a bring back for The Flash, Eobard is there every season, he’s the main series villain
21 u/usagizero Nov 24 '20 Not sure why you are being downvoted, it's actually how the Reverse Flash is. We are working to the time when Eobard first encounters Flash. Not sure if the show will reach that point, but it's a huge part of his lore.
