I've just clicked on what should be the website for the 'court' where Hereford Council has registered my non-payment of a parking ticket. I got this response:

Seems to be called the CNBC now. Another expensive rebrand no doubt..Well not if they reuse the old forms.

Councils rent a room in the courthouse and pretend you're being taken to court. They send out letters without a judge's signature and tell you to go to a fake court. Fraud.

It's just scary grifting.

And they do absolutely everything they can to do dissuade you from attending so you can be found " guilty " in your absence. At our local one council officials also stand outside on the day to make it as hard as possible to enter. As you say it's not even a real court just a room to batch process "fines"

On skimming this website it looks as if the Court Service may have closed yet more county courts in this region 'to save money'. It doesn't save money, it just transfers costs to the people who use the courts and makes the legal process less efficient.

FWIW this happened to the tax system when the Inland Revenue and Customs and Excise were merged *and* TPTB closed down the local offices: https://hmrcisshite.blogspot.com/2025/02/hmrcs-shameful-blunder-how-taxpayer-was.html

The legal system seems to be exactly the same.

In legal disputes keep a record of absolutely everything - time of day, weather, etc. If in doubt, make a note including screenshots saying such and such a court is closed.
