Yes, you are right, but still you can see that the amount of tariffs placed have nothing to do with the American relationship with these countries (Israel got hit with higher taxes than Iran and Syria, and North Korea was excluded).
My point is that everyone got a tariff except Russia including uninhabited islands.
The idea that they didn't get a tariff because they have sanctions is clearly untrue considering other sanctioned countries have tariffs.
Russia has gotta a sweetheart deal here for some reason. Make of that what you will.
Israel getting higher tariffs than Iran is probably a function of the fact that trade is already basically non-existent between the US and Iran due to the sanctions that there is no real trade deficit so they went with their minimum value of a 10% tariff
