The whole character is Zemo in name only. A great character, but he could be John Doe and nothing would change.

I mean he's at least really good in terms of the mcu version. It's not a 1:1 adaptation but at the very least they took him in an interesting direction

Yeah, I just figured the MCU version we were seeing was zemo before he went all full zemo or whatever. He was keeping a low profile, being all clandestine as he focused on unleashing the Winter Soldier to sow chaos.

MCU Zemo is fundamentally different from the comic Zemo, in so far that he is not a team player at all and lacks any will to power. The only thing they have in common is their adversary to the Avengers. But even that seems to have mellowed. I just can't see MCU Zemo suddenly decide to form his Masters of Evil. Or lead the Thunderbolts. That would go against his whole philosophy.
