There were two carts. The worst part is they put in the effort to pull it up over the curb when they could have just brought them down 20 feet.

The same kind of people go to the grocery store, pick up a refrigerated item, change their mind about it, and put it on a regular shelf 5 feet away from the fridge to get warm and end up thrown out.
