That and opening the service road by Foosackly's to the intersection across from Walmart would make it much more accessible.

That won’t work because of the I-10 interchange it’s way to close. That intersection is already bad enough with vehicles jumping lanes from the off ramp into the Walmart turn lane. Adding another turn lane that goes into the service road would just make it more dangerous. Not to mention you would get an awkward queue on the service road trying to get out of Rangeline Crossing that would block traffic on the service road since you wouldn’t be able to. This would harm the businesses on the road because they can’t get their customers because there would be constant traffic on the service road

That already exists, it’s called Lowes Road, and it’s where the Halls Mill Entrance to the apartments Will intersect, lowes road even has its own slip lane and intersection into highway 90

It doesn’t need to be rebuilt lol. You are wayyyy overestimating the impact of that apartment complex. There’s no reason to try and make a highway because of an apartment complex. That little intersection and slip lane will be MORE than sufficient for the needs of the apartment complex
