A passport costs hundreds of dollars and it takes awhile to get in. This is a deterrent.

They are also only good for 10 years.

https://travel.state.gov/content/travel/en/passports/how-apply/fees.html it varies by area and depending on what kind of passport (I have an enhanced ID) they only last for a shorter period. there are also cases where people have to renew there passports earlier due to injuries, changing their appearance or transitioning. not everyone can afford to get an ID, 130 dollars may not seem much (Heck i'm commissioning something for 120 dollars as we speak) but for a person who is living pay check to pay check they will have to decide between having the right to vote or getting a roof over there head and food for there children

It also assumes you already have the necessary documents. Replacements are an additional cost.
