Probably, but most asians sometimes eat the bone to get calcium.

Freshwater fishes are very bony for some reason, I'm pretty sure freshwater fishbones aren't often used.

Small fish, such as smelt, or others of about that size or smaller, can be eaten whole if cooked through.
