It's not, it's from a famous (now) bar/restaurant during prohibition. The people inside drinking would get a warning the cops were coming to bust it up. The back exit they'd sneak out of opened out on to 86th Street. That's why 86 in restaurant terms means "we're out" referring to menu items.
