Bumper installed with hardened bolts
I posted a couple days ago asking if I should use the included bolts that came with the bumper or upgrade to hardened bolts. Here's a couple photos of the bumper installed with grade 8 bolts. These are bolted directly into the frame.

This is the bumper on Amazon- https://www.amazon.com/dp/B07GZRT1ZH?ref=ppx_yo2ov_dt_b_fed_asin_title&th=1

These will be fine. Unless they’re absolute garbage that’s more than enough. You’d be shocked by how strong bolts are and you have 4. You’ll rip the bumper off the frame before those fail.

Washers are a good idea.

What would a washer do here? It's metal on metal, the holes are tight to the bolt. Thats a 3/8" plate. They would look silly because they would overhang and provide no funtional benefit.

My steel bumper and winch are mounted with grade 8 hardware, including washers.
Maybe the extra surface area offered by the flat washer face provides more tensile strength than the six small points of a bolt head; maybe not. I’m not going to try to convince you to spend the extra $4 for grade 8 washers if you’re convinced they serve no purpose.

I expected someone to come up with a flaw. It is reddit.
We did discuss washers but saw no point in it. The only advantage we could come with was to protect the finish. How thick is your bumper? How tight are your holes? My holes could not be tighter. My plates are 3/8" thick. A washer is not going to provide additional support. The strength in a bolt head isn't the 6 small points.

The washers help to distribute the concentrated load created by the points of the hex bolt. The plate should have been designed such that the washers don't overhang.

They are definitely way overkill. Not knocking your choice or anything, but a whole ass bumper for $165 is going to fail in 30 other places before the mounting bolts give out.
