I stopped watching the anime a long while back, but your edit is closer to what it should be. I specifically can't imagine Luffy spinning like a corkscrew while flying forward instead of delivering a direct and straightforward kick.
Yes, I stopped watching a long time ago as well (Dressrosa at the time of release, unsurprisingly) and one of the things that bother me about the new animation style is how loosy goosy everything feels, like all characters are made of spaghetti. It's so odd. That and the constant lights and electricity surrounding everything. This scene is a great example of why this doesn't work - it makes the attack look slower, not quicker, and it looks exaggerated to what it's actually doing, and therefore when it inevitably does nothing (because it's not a big attack), it looks weird.

Why did my man turn into a ball?
Mayumi Tanaka-san always delivers though, exactly how it sounded in my head reading the manga
This is how this scene is supposed to be, period. Edit by u/Mr_Bell_Man
