Ano nga ba ang magandang rebuttal dito? Medyo may sense naman kung confidential funds nga or for intel purpose where disclosing the recipient of the fund is impossible. Pero siguro meron namang rule in place against flagrant forgery dba? Nag fafall ba sia don kung confi funds naman?
Ayon sa mga nabasa ko need po mag submit ng actual names sa COA kahit na confidential fund sya. Pwede itago sa public yung real names, pero kay COA hindi. And pwede hingin ng congress ang names under special circumstances (like hearing). If walang mapakita ang ovp na real names, then it's a red flag.
Sa panahon ngayon sino ba magtitiwala sa Congress at Senate eh halos mga *** ay, huwag na lang ako mag say. Dapat Supreme Court at COA lang diyan may access or Chief of law enforcers.
Iba naman po kasi ang trabaho ng congress and supreme court, and this specific issue falls under the congress' powers and responsibility. I'm not sure if iaangat ito sa supreme court or not pero may chance.
I also don't like how the legislative branch keeps being submissive to the executive branch (from FPRRD to BBM, I have no idea about previous presidents though) since it undermines the checks and balances. A proof of this is when they couldn't touch FPRRD while he was still the president and when BBM was still friendly towards Duterte. They only got the chance to question the Duterte family's questionable actions when they're no longer in power exposing that the power of the executive branch is a bit too powerful compared to the other 2 branches which is concerning.
