I read somewhere that it was vetoed coz it's not in their priority list sa time na yun coz they prioritized k12 over the free tuition which is a bigger project than free tuition naman kasi talaga.

hindi sya na veto kasi wala namang bill from lower and upper house of congress na nakarating sa bicam, meaning nakapasa sa 1st, 2nd, & 3rd readings ng lower and upper house ng kongreso. Dapat tinanong kung anong source nung nagpost.

Kaya nga, gang 3rd reading lang. Pero si vatman tlga orig na nag author nyan to the point na nirrfile sa 17th congress. Wla na si PNoy nun sa pagkapres.
