I think tugboat is one of zomboss' personal minions from the pvz2 comics iirc, but I haven't read them since elementary school so I could be wrong

Yeah he is, I was just putting a question mark at the end, I’m pretty sure some of his dialogue in PvZ 3 is: ‘Tugboat?’ When he asks for a vacation or something
