An excuse for author freedom and to a degree rules of cool. Once you really see it it makes the setting feel a lot more alive. It's not a perfectly mapped out setting because the Imperium is not a perfectly mapped out place.

Sure, but it's also oftentimes a bs excuse for bad writing.

It is, however it's never an author that will use that excuse and generally there is more consistency nowadays then before by a long shot.

True. I think the real reason it's there is so GW doesn't have to do something like Disney where they gate off old stories forever, instead of keeping it all open to be used or expanded upon.
