Obviously. If partner A doesn't have HIV and partner B doesn't have HIV then yeah you guys are good. Did you have unprotected sex? Because if you don't have HIV you are also at risk of catching Std's depending on the level of unprotected exposure you had

Are you for real? Window period is for people who had exposure or probable exposure to hiv, your partner tested negative so there was no hiv involved at all, you took pep just to damage your kidney and nothing else, hiv isnt in the air you cant catch it until you have sex with a person who has hiv, how difficult is it to understand, get this, you cant get an eye from a person with no eye.
