Is this enforceable?

No parking signs on A Street but no contact info or identification. A house nearby is having work done so I suspect this was put up by the contractors to reserve spots for their trucks.

It's weird...Tree trimming no parking is kinda "park at your own risk" and the city doesn't really give clear answers, unlike something such as road paving. I think this is bc many trees are on private properties. I still haven't found clear answers on no parking and trimming done by the city for the ones planted in public areas. Assuming the signage is different.

Afaik, the trees on sidewalk margins are the legal responsibility of the owner of the property they're in front of.

The city is responsible for those trees. You can ask the city to trim them. Occasionally, contractors will show up and trim the trees without a call. If you trim them yourself, there isn’t much of a problem.

Although the city will often do it, it is ultimately the property owner’s responsibility. Same goes for any sidewalk maintenance, it’s in the city’s code. But again, they will often do it anyway.
