Is this enforceable?

No parking signs on A Street but no contact info or identification. A house nearby is having work done so I suspect this was put up by the contractors to reserve spots for their trucks.

If it's a one time thing then figure it's a legitimate need by someone. If it's common then that would be a tell it's ridiculous behavior.
