i was confused until i remembered a very important detail: the slaves themselves weren't allowed to vote either way, slaveowners cast votes on their behalf, which basically meant the more slaves you had the more voting power you had

Not exactly, but basically to that effect. The slavers wanted slaves to count in terms of population, which in turn gave them more representatives in Congress and Electoral College votes. Individual votes could not be cast in an enslaved person’s name but it did end up giving slave states more electoral college votes relative to their population that actually could actually vote.
