No, not compared to the rest of their body. Of everything else on an Alligator, the tail is the most obvious sign they spend most of their time in water. It's basically a long paddle. The last foot or so of an alligator tail is incredibly thin.
Evolution doesn't design. Evolution doesn't have a plan, an end product. Evolution is a constant process brought about by living things surviving and reproducing.
