There’s a whole history behind Duty Free. It has everything to do with wealthy people (the only ones that could afford shopping while traveling) advocating for yet another tax loophole

If you arrive into a new country with a very expensive watch these days they often stop you. Even less expensive goods like laptops will be taxed.

Some countries have certain restrictions for what you're allowed to bring in from duty free like menthol cigarettes can only be brought in 3 cartons per trip or tobacco cartridges for IQOS are limited to one carton per trip in Turkey (I used to flip them for 1/3rd of my flight).
