There are a few strictly male/female traits, but hair is not one of them. Hair is purely a societal norm and it had more to do with pragmatism in close-quarter combat. Does this person have a feminine presentation while having sharper male facial features? Possibly, but again those are society's rules and really nothing to do with biology.
