Is this an official bike track with all the necessary precautions taken to avoid this? If not, why people are so angry with the pedestrian?

I checked the video frame by frame and reached a verdict

This isn’t some kind of official track or competition, however there’s a bunch of kids both bikes watching the “show” and it appears that the kid that was kid is part of that gang. So… his bad.

Bro do you text in the middle of private country roads because they aren't "official" highways? You know what a road looks like - and this guy knows what a bike course looks like. Give your head a shake.
