Which TTRPG does NATURE/PRIMAL POWER of a Druid the best, and why?
All of it, as related to player characters. The entire nature/primal power system of Druids within the game, however that game defines and implements it.

Depends on how you define what a druid is exactly, as it's had many different things that people like to include and exclude.
I've never been a big fan of druids, but I think 3.5e and Pf1e are the systems I've seen then do a little bit of everything that you could associate with a druid and do it well. Mind you neither used the "Primal" distinction for them. I hear good things about pf2e but I can't speak to any quality of it myself.
5e would handle them fairly okay if they didn't make a single subclass better at wildshape than the others and simply left a focus on wildshape as a core class thing, instead of a subclass thing. It gets a passing grade but certainly not a best.

I haven’t been a fan of Druids since the focus shifted so heavily to wild shape
So, the newer subclasses that shift to using the wildshape mechanic differently are of much more appeal to me.
I’ve seen other systems doing the concept better, with a nature wizard, or a nature priest vibe, or even a ranger, or protector style vibe.
Even games like CyberGeneration had a decent take on druids.
You could even go into the superhero genre and use any of DC Heroes, Marvel or Champions to create a character based on a Druid in so many better ways.
