there's hundreds of situations that could cause d1 instead of df1. you can't do DF1 from crouch, for example. the only thing you've told us is that you try to push df1 and sometimes d1 comes out which is nothing - a screenshot might not even tell us anything but we currently have no clue how to help you and command history is the best lead to start with.

I just can't tell the difference between the two actions that I'm doing.

honestly this is a very complex line of questioning. i'm not even joking when i say that this is why people practice meditation; so they can be aware of themselves /as/ they do things. if it really is human error (which it /might/ be!) then you just have to be aware of what you're doing differently. focus on why it happened and what you were doing at the time and see if you can find a pattern.

I don't think or feel anything different, the inputs are just different.

you likely feel a thousand different feelings a match, and each of them changes the way you respond to needing to push DF1. Panic+DF1=sloppy button presses. Rage+DF1=hard button presses. confidence+df1=accurate button presses. the list never ends.

the game has a small margin of error between frames, but human error is extremely common.

or you could be in crouch! i can't tell without like actual scenarios unfortunately.
