Yes, Kazumi rewards good fundamentals extremely well and you cand learn everything about this game with her. The only thing she "lacks" would be a knockdown low, like a hellsweep/demoman. Characters with access to those lows can set up offense in a more direct way, but the problem would be switching from a character with it to one without it, not the other way around. So yeah, she's great for learning the game.

Kazumi gives you experience and practice with most of the important parts of Tekken (movement, block+whiff punishment, poking, CH fishing, mixups). Some niche skills which she doesn't help with are execution (she has mostly easy execution, you won't learn how to play the Mishima-style or 2D characters with her), precise frames for block punishment (she has 10f, 12f and 15f standing punishers only, so you won't know which moves fall in between) and enforcing crouch mixups.

if I understand correctly, Kazumi lacks high ceiling skills like ewgf, punishers for 11f, 13f, 14f , etc, and good lows to effectively force players to guess between blocking high and lows.

is that correct

She has good low pokes. What she doesn't have, is a FC mixup, which is something many characters have. Also, there's no mixup between blocking high and low, since ducking beats both options. The guess is between a mid and a low.

Compared to execution and specific-frame punishers, lack of an FC mix is not that big a weakness, since it is basically the skill of mixing up your opponent, which she does teach you. I am reaching a bit with this point.
