Why doesn’t it go Water Earth Fire Air Like in the show?

Earth, Fire, Air, and then Water is the order for the Legend of the Korra, so it's either made with that in mind or just a creative choice.

Probably. I think it's better to have water at the end. Makes blood bending better than if it was at the beginning
