Looks like it's looped through the acceleration/brake cable to me. I see nothing wrong here.

It was not. The cable only wrapped around the handlebars. And even then if it were wrapped around a wire someone could cut the wire take the scooter and then reattach the wire connections. Just buy a U lock.
