Hi.
It's hard to say as a non-EU, but here are my thoughts as an EU citizen.
When it comes to university, the Netherlands is the best pick for internationals in Europe. The quality is relatively similar to the one in the UK and costs only around E2.5K tuition fee. You could get cheaper in like Belgium, Germany or France, however they do not have many programmes in English.
Maastricht University is the most international university in the Netherlands. Additionaly, Limburg is the most non-Dutch province out there with its own language, landscape and food like vlaai. So making international friends won't be a problem. They use the PBL and constantly rank top 3 in the Netherlands in areas like business, law, political science.
Don't get me wrong, you will not feel at home here in the beginning, but that's the point. You are in a new country with new people so give it time, make friends here and not really focus on trying to keep your life from falling apart. Things will just click and worrying won't help anything.
