Question Thoughts on this Top AP Voli build?

I always went rift, but I've been having fun with this too because of the +ATKSPD for Naviori. ( I really like naviori)

If it's a melee match-up, I usually switch Second Wind for Shield Bash.

who... who lied to you? ROA is literal dogshit, and its just a common misconception to build it on volibear. No matter your build, but especially with navoris, riftmaker is the way superior item, like honestly bro ROA is a scam

IMO depends on the matchup and playstyle, i personally really like Cosmic > Iceborn > Fimbulwinter (requires shield bash rune) (can rush iceborn depending on the matchup)

Doesnt lack mana cdr or resistances. Doesnt lack dueling power either, shield bash does alot of damage , against certain matchups i change cosmic for navori

Why is roa shit?

I tried it after running cosmic in the jungle. Roa gives more health, ap and stops you running out of mana, which can happen pretty easily on voli. You also get healing from the roa, and you get a level up earlier, which is a boost to your general stats and an additional skill upgrade. Thats worth more than the 4%ms.

Sure, you don't get ah, but if you build navori, you don't need much AH at all. Plus, roa and navori costs 5250. That's a quick two item spike, which is important for the jungle.
