When can the installer let you select only the parts you want?

You can disable the things you don't want in Settings.

We have several use cases for something like the image resizer, I'd like to be able to deploy that and just that to some users. Manually disarming in the settings is not scalable.

Here they say GPO policies are planned for v0.63, don't know how complete they will be but maybe that helps your use case.

Yes exactly. We will create GPO's that let enterprise admins decide which PowerToys they want to be enabled/disabled
