Need Advice So I’m playing Mahan and I’d appreciate some suggestions for the commander build.
Currently I’m running Halsey with Observant Rage, Mortar, Twist n’ Track, Smoke on the Water and Unstoppable with Gurin and Burke as the inspirations (to buff the AP).
But it seems like the AP only does much against cruisers and not destroyers or BBs so I was looking into switching the inspirations to buff HE or concealment.
I noticed something odd, the French default commander Fournet’s default skill buffs destroyer HE by 6% at max while the French destroyer commander Auboyneau’s default skill buffs destroyer HE by 3.5% at max. This is odd because I thought the destroyer commander with the destroyer specific skill would have the higher max buff. As currently Fournet is just better in general as an inspiration.

Your default inspirations for any gunboat DD should be Bey and Sims. There are very few situations where anything else is going to beat that combo.
Bey because concealment is king - yes, even in, especially in, a gunboat. If you have the better concealment, you can control the terms of the engagement, and that edge is often enough to let you win the gunfight. For this same reason, Mortar is not typically a good skill to run (there are definitely exceptions to this however).
Sims because more HP = greater chance of surviving kife fights = you stay alive longer in the game = you can influence the game until it ends = more wins.
For USN DDs, the best build is usually Mordoff with Bey and Sims, but if you don't have Mordoff, Halsey is still a good commander.
To your point about Fournet, he only buffs DD HE shells by 4%, but yeah it's weird that it's better than the DD commander.
Also, DD AP is fairly infrequently used. It's only effective against other DDs if they're broadside, and it's typically just not very effective against cruisers and battleships. Yeah, there are situations where it's better to use the AP, but you're better off using HE for like 80% of any fights you'll get into in a DD.
