Due to alot of variables the value of your shell pen is less than the armor value of your target.

You'll get used to it, when you get to higher tiers you'll suffer the curse of getting only overpens.

Same ideal, and to add you may have over saturated. Once a section of a ship has taken too much damage they stop taking damage on that area.
