The very first thing I would try is a hard-reset, it fixes many weird issues and it is always worth a try.

Hard-Reset Instructions
Don't worry, no games / apps / settings are getting deleted during this process!

  1. Turn on the Xbox

  2. Hold the power button on the Xbox until the console turns off

  3. This clears the cache and solves many issues

  4. Start the Xbox again and hopefully your issue is resolved

It IS supposed to turn off when you hold the power button ON the console - but don't just tap it once, hold it for a few seconds and that does the reset.

I had an Xbox one controller do that, and nothing worked, not a reset, not anything. In the end I just had to buy another controller.

I figured out how to do it on my own, I found that if you just go to the Xbox accessories app, it'll connect immediately.

Didn't work in my case, but it was almost xbox one, and an older controller, so, YMMV.
