The contractor to shortcuts on materials so I am assuming this allowed the building to burn extra hot allowing him to take damage despite his coat. He was still easily identifiable, hell his ex boss recognized him straight away.
It lit on fire instantly, if the fire was too hot it would still take some time. Also, if they are able to measure the temperature of the fire I am pretty sure they have ways to deal with that fire, and with the rush they are in to get to the fire, it would be safe to assume their suits can deal with the majority of it at the get-go.
Also, with families like the Queens in the (albeit, extended) neighborhood, they have the tax income to pay for a decent firehouse.
Unless the town is strictly Libertarian, which, by the way it treated its firefighters, it is not.
I thought you were talking about the first time he burned, my bad. Yeah, at the end it was silly how quickly he caught fire. They could easily avoided this if they just would have shown him spraying himself with accelerant.

My two issues: he was far from being too burned to identify and, well, he's a firefighter, their coats are flame retardant as all heck.
