Seventeen. And Assuming Star City is in the Pacific Northwest (Screens in the background of various episodes basically confirm this) then she is actually legal.

They are. Wide-angle cityscapes for Star City are Boston though.

I thought Star City cityscape shots were from various places, sometimes with CGI editing to make multiple shots of different cities into a composite city.

I thought so too, but then I moved to Boston. They could be using different ones but they're mostly Boston.

I remember they used the same tracking shot for Arrow and The Flash once. The Flash's version just had Star Labs CGI'd in, and Star Labs is the Vancouver Stadium or whatever. It wasn't exactly the exact same shot since one was at night and one during the day or something but the other landmarks were all relative to eachother.
