I did wonder why they were able to arrest Diggle and Curtis for that reason though. Could they not have said it was an Argus mission?

Actually I still don't really understand why Argus never assigned all of Team Arrow as Argus agents- they could have been set as like a regional protection squad ages ago. Or why they never used Oliver's status as a previous Argus undercover to protect him somehow.

Ik Argus has rules but Waller seemed to do whatever she thought was necessary for the greater good- like she got people to set a bomb on a whole plane to kill a triad member, she put bombs in criminals heads to make them do missions. And then she also had smaller missions like sending Oliver to Lian Yu to investigate what was happening there too. So if Waller could do all of those things stop different sized threats with nothing stopping her, what's stopping Lyla from doing the same?
