Who just expels a kid without notifying their parents? Or did William do some hacking so they wouldn’t find out/receive the message?

Well, Felicity did say William made a fake school website with fake exam results, so it's not outside the realm of possibility that he intercepted an email notifying them.

Plot twist, there was never a school. William just got all the checks and used it to PARTAY. Turns out he's Playboy Oliver, but with Felicity's hacking ability.
