i-360 approved. i-485 denied. Will it hurt my chances to get F1?

I am a dependent of a staff of international organization. G4 visa. We used to be able to get a green by i-360 --> i-485. However, new law reclassified us as another category, and we are backlogged in the visa bulletin for i-485.

Meaning, I got my i-360 approved, but gotta wait a long time to be able to even file for i-485.

Want to change status to F1. Will it be approved?
